Frequently Asked Questions

What is a material planning consideration?

A material planning consideration is any factor relevant to land use that a planning authority must take into account when deciding an application. This includes: traffic and highway safety, scale and character, flood risk, ecology, noise, overlooking, and cumulative development pressure. Property values and personal preferences are not material planning considerations.

What isn't a material planning consideration?

The following will not carry weight in a planning decision: loss of property value, loss of a private view, the developer's profit, personal dislike of the applicant, competition between businesses, or moral objections to the use of land. Stick to planning grounds for your objection to be effective.

How do I submit a planning objection?

Once the planning application is submitted and a reference number is issued, you can submit your objection: online via Bedford Borough Council's planning portal, by email to the planning department, or by letter. Include your full name and address, the application reference number, and your planning-based reasons for objecting.

Does the number of objections matter?

Yes. The number of objections is recorded in the planning officer's report and presented to the planning committee. A large volume of well-reasoned individual objections demonstrates significant community concern and can influence the decision.

Can I object more than once?

Only one valid objection per person counts for the original submission. However, if the applicant submits amended plans or additional documents, you may submit further comments on those specific changes.

Should I mention planning policy?

You can reference planning policies if you wish, but it is not required. Clear, well-reasoned objections based on planning issues are effective even without citing specific policy numbers. Planning officers will assess your points against the relevant policies.

Is a petition effective?

Petitions carry limited weight compared to individual objection letters. A petition counts as a single representation, whereas 100 individual letters count as 100 representations. Individual, personalised objections are far more effective.

Can I speak at the planning committee?

Yes. Most councils allow public speaking at planning committee meetings. You typically need to register in advance. Speaking at committee gives you the opportunity to present key points directly to the decision-makers. Check Bedford Borough Council's procedures for registration details.

When will the application be submitted?

The exact submission date is not yet confirmed. Register your interest to be notified as soon as the application reference is issued and the objection window opens.

Are you anti-development?

No. We recognise that housing targets exist and we support appropriate, proportionate growth. A modest infill development of perhaps 20-30 homes would be more in keeping with Kempston Rural's character and infrastructure capacity. However, 420 homes is excessive and out of scale.
